I am in the making of a small city and recently I have allowed someone (DgKiller) to stay in my wooden home, not for gil, but for a pact to flatten land, which he has done nothing so far.
I also told him not to build ANYTHING outside of my house, as i am in the middle of building my city, and yet he has built a giant cobble 'hotel'. I am unsure of how he is going to sell rooms as it is in my zone. I thought i could trust him, but i am not sure now. I have found a hole in my wall and cobble outside my door. I have no pictures but wondered what to do with him. I don't want to make him feel bad but tbh...It's sort of pissed me off that he thinks he can do that.

Well I'm no op/admin but I would say give co-ordinates and put in requests asking for something to be done with him, possibly a warning ban or something.

Easy, Kick him out. /cprivate your doors and chests. If he continues to disobey, File a Complaint for grief. (If he really did break walls)

If it is donator zoned with you as owner you can do whatever you want if they're not sticking to your zone rules.
