Well, Zan's Minimap is fine, but some sort of client modifcation with radar would be classified as an illegal client modification.

Some people realize that they have done a wrong and make sure they fix the issue... It's just that you have yet to be banned (or caught) so you wouldn't know what it is like to change. Anyways its pretty obvious that minimaps that show anything but the land are illegal if you read the rules.
